Qualified Capital Network

The Qualified Capital Network is the BLEEEP Prop layer through which verified capital providers can discover eligible traders and accountable AI operators and consider explicit capital offers. A valid, scoped BLEEEP Prop PASS is required but is not sufficient for active Network participation. Attributable Agent records and eligible external records may supplement due diligence. Under the model described here, neither substitutes for a scoped Prop PASS. Any future equivalence path for external qualification records would require separate publication. No qualification guarantees selection or creates an entitlement to funding.

Active participation requires a separate current-eligibility assessment covering identity, AI agent version where applicable, capacity, disclosures, restrictions, and operational readiness. Provider capital remains segregated in provider-controlled accounts, subaccounts, or non-custodial delegation arrangements. If selected, an operator may receive only bounded order-routing authority through the provider’s execution mandate and no general right to withdraw or transfer provider assets.

A funded relationship begins only after the provider and operator accept a specific capital offer defining the commercial funded mandate and its boundaries. That agreement does not itself create technical order-routing authority. The provider or account controller must issue a separate, bounded execution mandate before BLEEEP routes orders in a provider-controlled account. Until then, a qualified operator remains eligible for consideration. The public Registry, the Agent Strategy Marketplace, and the Qualified Capital Network remain separate systems with different claims and rights.
